Globe-MAE, Rete dei dipendenti Lgbti del ministero degli Affari esteri e della Cooperazione internazionale, ha organizzato per mercoledì 22 novembre, alle ore 15:00, un’iniziativa molto importante presso la Casa Internazionale delle Donne. Il titolo dell’evento è Italia e Diritti Lgbti nel mondo. Un anno di applicazione della legge sulle unioni civili.
Vi parteciperanno i senatori Benedetto Della Vedova, Monica Cirinnà, Sergio Lo Giuduce, Luigi Manconi, i deputati Alessandro Zan, Pia Locatelli, Renata Polverini, il ministro plenipotenziario Luigi Maria Vignali e l’assessore del Comune di Torino Marco Giusta. Per Globe-MAE relazioneranno Bianca Pomeranzi e Sergio Strozzi.
Saranno inoltre presenti l’ex parlamentare Franco Grillini, direttore del nostro quotidiano, e l’avvocata Andrea Catizone, presidente di Family Smile, nonché componenti delle varie associazioni Lgbti nazionali.
Ma per capire meglio di cosa si occupa Globe-Mae e quali sono le sue attività e i suoi obiettivi, abbiamo raggiunto telefonicamente il ministro plenipotenziario Fabrizio Petri, presidente dell’associazione.
Ministro Petri, cosa è Globe-MAE e quando è nata?
Globe-MAE è una rete di dipendenti Lgbti del ministero degli Affari esteri e della Cooperazione internazionale. È nata nel 2013, quando a capo del dicastero c’era Emma Bonino.
Globe-MAE nasce con la finalità di sostenere i diritti delle persone Lgbti all’interno del ministero degli Affari esteri ma anche con l’intenzione di fornire il proprio contributo su alcuni aspetti della politica nazionale e internazionale. Quando Globe-MAE è nata, non c’era ancora la legge sulle unioni civili.
Com’è l’atteggiamento nei confronti dei funzionari Lgbti in seno al corpo diplomatico?
All’interno del ministero degli Affari esteri ho sempre percepito una certa sensibilità e attenzione verso le istanze della comunità Lgbti. Anche perché parliamo di un ambiente che è contraddistinto da una continua apertura al dialogo globale e internazionale.
Personalmente non ho mai avuto la sensazione di subire discriminazione e stigma neppure a livello morale, umano e psicologico. Anche se, inutile negarlo, con la legge Cirinnà abbiamo fatto un salto istituzionale vero e proprio.
Quante unioni civili si sono svolte nelle ambasciate e nei consolati italiani all’indomani dell’entrata in vigore della legge Cirinnà?
Tra unioni civili e trascrizioni di matrimoni egualitari contratti all’estero se ne possono contare 621: una cifra considerevole. Non mi aspettavo un numero così alto e sono felicemente sorpreso!
I matrimoni egualitari contratti all’estero e trascritti in Italia che valore hanno?
La legge parla chiaro: la trascrizione è un atto dovuto ma le coppie, che all’estero hanno contratto matrimonio egualitario, in Italia godono solo delle prerogative limitate agli effetti della legge sulle unioni civili.
A livello internazionale quali sono le “imprese” in cui Globe-MAE ha offerto il proprio decisivo contributo?
Dunque, in primis nel sostegno che il nostro Paese ha dato alla creazione, nel 2016, di un esperto indipendente Sogi (Sexual Orientation e Gender Identity) sui temi Lgbti all’interno delle Nazioni Unite. Si tratta di un mandato triennale che mira a individuare una figura di esperto indipendente che possa monitorare e raccogliere dati relativi alle discriminazioni su orientamento sessuale e identità di genere in tutto il mondo.
Inoltre, Globe-MAE ha svolto un lavoro di sensibilizzazione e facilitazione presso le nostre amministrazioni per consentire all’Italia di essere parte di tre importantissime meccanismi.
La Equal Rights Coalition, nata a Montevideo nel 2016, che raccoglie più di trenta Stati e ha lo scopo di sostenere i diritti Lgbti nel mondo. Il Global Equality Fund, creato nel 2011 da Hilary Clinton, che è un fondo multilaterale che in sei anni ha raccolto più di 50 milioni di dollari per sostenere le associazioni Lgbti, fondo che è già stato rinnovato dall’amministrazione Trump e che, anzi, sarà presto implementato. Infine, Lgbt Icor Group, che coordina le attività Lgbti dei vari Paesi che fanno parte delle Nazioni Unite.
Qual è il significato dell’evento previsto per il 22 novembre a Roma?
Il significato è creare una dinamica dialettica sui temi internazionali e, come Globe-Mae, aiutare il dialogo tra le associazioni, i governi e la società civile su temi Lgbti a livello internazionale e migliorare al massimo l’applicazione della Legge Cirinnà all’estero.
Globe-MAE intende far crescere anche livello istituzionale la consapevolezza sulle questione Lgbti che sono una parte importante del patrimonio culturale, umano e morale di tutta la società.
