Nonostante tutto, la nuova Rainbow Europe Map resa nota questa mattina da Ilga Europe (International Lesbian and Gay Association – Europe), colloca l’Italia tra gli ultimi Paesi europei nella tutela dei diritti Lgbti. In una scala da 1 a 100, il nostro Paese ottiene un indice del 23%, insieme a Lettonia 17%, Polonia 16%, Biolorussia 22%, Romania 19%, Moldavia 19%, Bulgaria 20%, Ucraina 22%. Peggio solo Turchia 4% e Russia 10%. Guidano la classifica Malta 89%, Belgio 73%, e Lussemburgo 73%.
La Rainbow Europe Map monitora 49 Paesi tra Europa e Asia centrale dal 2009. Rispetto al 2018, l’Italia è scesa da un indice del 27% a quello attuale del 22%. Gli indicatori riguardano il riconoscimento dei diritti civili, la presenza di leggi contro i crimini d’odio, l’educazione nelle scuole, le tutele sanitarie e sociali.
L’Italia è in particolare l’ultimo Paese tra i fondatori dell’Unione Europea a non avere una legge che equipari odio razzista e odio omo-transfobico, necessaria per garantire la possibilità di denunciare gli episodi di omofobia. Un simile provvedimento è previsto in quasi tutte le legislazioni dei Paesi Ue, eccetto Rep. Ceca, Lettonia, Bulgaria.
Tra le principali mancanze italiane anche l’assenza di provvedimenti per l’educazione sessuale e di genere nelle scuole.

Il nuovo Fra Lgbti survey, invece, che segue al primo pubblicato nel 2014, si basa di su un campione di 140.000 persone dei 28 Paesi UE e include per la prima volta persone Intersex e partecipanti di età tra i 15 e i 17 anni.
Nei primi risultati pubblicati in relaziona all’Italia, il nostro Paese si trova vicino o al di sotto della media Europea nella maggior parte degli indicatori principali. Ad esempio, solo l’8% in Italia crede che il Governo combatta effettivamente intolleranza e pregiudizio contro le persone Lgbti (EU 33). Il 30% dei partecipanti evita alcuni posti per paura di subire discriminazioni (EU 33%). Il 41% dei partecipanti dichiara che il pregiudizio e l’intolleranza sono aumentati (EU 36%). Il 32% dei partecipanti in Italia dichiara di essere stato discriminato e/o molestato nell’anno precedente al sondaggio (EU 38%). Il 39% dei partecipanti è dichiarato rispetto al proprio orientamento sessuale (UE 47%)
