Massachusetts Senate leader eyes gay civil unions
BOSTON, Sept 7 (Reuters) - Massachusetts could legalize civil unions for same-sex couples under legislation being drafted by leaders of the state's Democrat-controlled Senate,
The Boston Globe reported on Sunday.
Robert Travaglini, president of the state Senate, told the Globe he and his colleagues were preparing a bill that would allow gay and lesbian couples to enter civil unions -- contracts that essentially provide most of the rights and protections of marriage but under a different name.
Word of the possible legislative push comes as the state's highest court mulls a lawsuit brought by several gay and lesbian couples seeking the right to marry in Massachusetts. Gays and lesbians do not have the legal right to marry in the United States. One state, Vermont, offers civil unions to
same-sex couples, and the Globe said California Gov. Gray Davis is expected to approve a civil union bill later this month that is more limited than Vermont's statute. Debate over the issue has intensified since Canada took
steps to legalize gay marriage and the U.S. Supreme Court struck down state sodomy laws earlier this year. Travaglini, a Roman Catholic, told the Globe that his religious faith prevents him from supporting the right of gays
and lesbians to marry, but that his advocacy of "civil rights" and "fairness" would allow him to support civil unions for same-sex couples. Travaglini said he would not introduce the legislation until the state's highest court -- the Supreme Judicial Court -- rules on the gay marriage case. Legal experts have said it is possible the court will
reject the claim outright, openly declare that same-sex marriages are legal and valid, or pass the issue to the state legislature to sort out.
Any civil union bill introduced in Massachusetts could face an uphill battle, however. Both Gov. Mitt Romney, a moderate Republican, and House Speaker Tom Finneran, a conservative
