Milan Istvan, deputato del Partito della Sinistra Democratica (SDL) ha presentato il 9 ottobre un disegno di legge per il riconoscimento giuridico delle coppie dello stesso sesso. Il disegno di legge verrà discusso in ottobre e prevede anche la possibilità di adottare figli.

Bratislava, 10 October: On Tuesday [9 October], Party of the Democratic Left (SDL) Deputy Milan Istvan sent a draft to parliament that aims to regulate same-sex partnerships. The draft, undersigned by Peter Weiss (SDL), Lubomir Andrassy (SDL), Jaroslav Volf (SDSS [Social Democratic Party of Slovakia]), Laszlo Nagy (SMK [Party of the Hungarian Coalition]), should be discussed by parliament at its November session.
Istvan said the Slovak parliament is rather uneducated and conservative in these matters. Ivan Pozgai, spokesperson for Inakost, or Otherness - a gay/lesbian rights organization - says it is very important for homosexuals that a public debate over their status in society will begin.
The institution of "homosexual partnerships" is analogous with heterosexual marriages with a few important differences. Homosexual couples cannot have a church wedding, and they must use artificial insemination and/or adoption to have children. According to Istvan, it is necessary to treat the issue of caring for children coming out of a previous heterosexual marriage. The draft makes it possible for a partner to adopt a child from a previous marriage.
The draft defines a homosexual partnership according to the principle of monogamy for people over 18 years of age. The partner will be considered a legal inheritor and will be exempt from the inheritance tax. Other relations between the partners mimic the regulations and rules that apply to heterosexual marriages.
On 2 July, the deputies failed to broaden the antidiscrimination paragraph in the new Labour Code that would protect employees from being discriminated against for their sexual orientation. But this draft does offer avenues for discrimination against gays. Earlier in the year, Inakost was alarmed by an initiative of the opposition Slovak National Party (SNS) to ban gays and lesbians from teaching in schools. They suggest that that type of ban would seriously violate not only the human rights of homosexuals, but international agreements that Slovakia signed as well. The activists proposed that a paragraph decrying discrimination on the basis of sexual orientation be included in the laws on state and public service.
On 8 June, former Education Minister Eva Slavkovska said that the SNS is categorically against employing gays and lesbians at schools because they could negatively influence children's psychological development. She says that employing gays and lesbians is against Christian moral values.
